Restriction:	The AXIS statement is partially supported by the Java and ActiveX devices only.
Requirement:	At least one PLOT or SCATTER statement is required.
Global statements:	AXIS, FOOTNOTE, GOPTIONS, TITLE
Supports:	BY-group processing
