Problem Note 71092: You are unable to select a ratings template for an assessment in SAS® Governance and Compliance Manager

When you create an assessment, SAS Governance and Compliance Manager might fail to display available ratings templates. The problem occurs when you are not an administrative user or when you are not in a role with the Load and Update Screen Definitions for Custom Page Builder global capability.
The problem could occur for any solution on SAS® Risk Governance Framework if the requested action requires access to a screen definition file, and the user is not an administrative user.
When the issue occurs, the SASRiskGovernanceFrameworkMidTier.log file contains the following error:

With this hot fix, you can specify the following configuration property to enable users without administrative capabilities to access ratings templates when creating an assessment:
The default value for the property is false.
