Problem Note 69059: The TRANSLATE function removes quotation marks incorrectly from output

The TRANSLATE function might remove nested quotation marks, depending on your SAS® release.
For example, when you run the following example code, the output is different in the SAS® 9.4M7 (TS1M7) release than in all prior SAS®9 releases:
data _null_;
tbldata=cats('"<TD >" AE_MAP',"'</td>'");
tbldat=translate(tbldata,"''","'""'");
put tbldat=;
run;
tbldata=cats('"<TD >" AE_MAP',"'</td>'");
tbldat=translate(tbldata,"''","'""'");
put tbldat=;
run;
In releases before SAS 9.4M7, the output is as follows:
'<TD >' AE_MAP'</td>'
However, in SAS 9.4M7, some of the quotation marks in the output are removed incorrectly, as shown here:
'<TD >' AE_MAP </td>
