Problem Note 66378: Pre-assigned libraries are not displayed under "Servers > Libraries" or you see the error "Libref is not assigned" when you try to expand them

After installing Update 3 of SAS Enterprise Guide 8.2, your pre-assigned libraries might not be displayed under Servers ► SASApp ► Libraries tree or the following error might occur when you try to expand them:
In this scenario, you see the following error in the SEguide log:
System.Runtime.InteropServices.COMException (0x80042005): <?xml version="1.0" ?><Exceptions><Exception><SASMessage severity="Error">Libref is not assigned.</SASMessage></Exception></Exceptions>
at SAS.EC.IntTechWrapper.WrapperManager.ProcessCallEnd(WrapperBase wrapper, String className, String methodName, TaskCompletionSource`1 workComplete, Exception exOriginal)
at SAS.EC.IntTechWrapper.SAS.DataServiceClass.AssignLibref(String Name, String Engine, String Path, String Options)
at SAS.EG.SDS.Model.LibraryState.InternalAssignOnWorkspace(SASWorkspace workspace)
Specifically, this issue occurs in the following scenarios:
- If your pre-assigned libraries use the Base SAS engine, then the error Libref is not assigned might occur when you expand libraries. However, the libraries can be displayed under Servers ► SASApp ► Libraries.
- If your pre-assigned libraries use a database engine (Oracle, Postgres, MySQL, or any other database), no errors occur but you are not able to display libraries at all under Servers ► SASApp ► Libraries.
