Problem Note 66372: An HTTP package in the DS2 procedure does not have properly encoded URL values
When your SAS® session encoding is UTF-8, and the HTTP package in PROC DS2 passes an encoded text string to a web service, some characters are missing from the resulting string. Some known characters that are affected are the plus sign (+), the ampersand (&), and the percent sign (%).
This issue with missing characters does not occur with HTTP procedure code and a curl command.
