Problem Note 63259: The Load_Live_Data job flow in the SAS® Risk Governance Framework fails to load custom field labels in the correct locale

The Load_Live_Data job flow in the SAS Risk Governance Framework should first use custom field labels from the custom messages properties files that are most specific to a language. Instead, the job flow might use field labels from a more general version of the properties file first.
The program should use labels from the properties files in the following order:
- customMessages_xx_XX.properties
- customMessages_xx.properties
- customMessages.properties
