The file BL_SIZE_TRANSLATION_0.CTL is a control file that is generated by an Oracle bulk load. This error is likely to occur in the following scenario:

1. The Load_STG2DM_Size_translation job is initiated via a command or a script.
2. The directory of origin for the command/script is not a directory where the sasmi user has write/delete permissions.
