Problem Note 61436: The SAS® Enterprise Guide® Import Wizard might not display all bytes for UTF-16 text files

When measuring the length of a line in bytes, the SAS Enterprise Guide Import Wizard uses the SAS server's encoding, not the source text file's encoding. The Import Wizard should use the text file's encoding.
