Usage Note 60563: Importing a rule gives a "CSV file contains rule sets that are finalized in the database ... associated rule sets will not be imported" warning
When you import rules in SAS® Business Rules Manager and then publish the rules, the rules are automatically locked. There is no method to create an unlocked version of the rules. As a result, subsequent imports of the rule fail because the rule is locked. This message is displayed.
WARNING: The CSV file contains rule sets that are finalized in the database. The associated rule sets will not be imported.

After applying the hot fix, a new parameter is available for the import macro. You can add newVersions=Y|N to the macro call.
%BRM_IMPORT_RULESET (CSV=%STR(input_filename.CSV), REJECT=%STR(reject_filename.CSV) ,newVersions=Y|N);
Setting newVersions=Y locks previously unlocked versions of the rule and creates a new unlocked version of the rule. Setting newVersions=N results in the existing, default behavior.
