Problem Note 60872: An "error occurred while publishing the decision ..." message is displayed when you publish or test a decision

In SAS® Business Rules Manager, the following message might be displayed when you publish or test a decision:
An error occurred while publishing the decision. Please refer to the log for details or contact your SAS Administrator. null
The problem occurs when the decision includes a Rule Flow that has the following two conditions:
- You have a term in your vocabulary that you exclude from input.
- You use the excluded term in a condition term or action before the term is assigned an initial value.
To work around this issue, define the excluded term using an action before using the excluded term as a condition term, or part of an action.
