Problem Note 59880: The CONNECTION=GLOBAL option is ignored when you also specify the SQL_FUNCTIONS=ALL option in the Netezza LIBNAME statement

When you specify both the SQL_FUNCTIONS=ALL and CONNECTION=GLOBAL options in the Netezza LIBNAME statement, the CONNECTION=GLOBAL option is ignored.
Here is example code that illustrates the issue:
libname nz netezza server=nz-server user=user-ID pwd=password database=nz-db schema=nz-schema sql_functions=all connection=global;
