Rows in the CI_CELL_PACKAGE table are deleted in the common data model when you optimize or publish a campaign group. This behavior occurs when campaigns have been published previously and you then add those campaigns to a campaign group. When that campaign group is subsequently published, the relevant rows in the CI_CELL_PACKAGE table in the common data model are deleted, which is incorrect behavior.
