Problem Note 51960: "Data Modify stmt error while attempting to update TREATMENT_CAMPAIGN_SET" occurs when deploying a decision treatment campaign set

When you import a SAS® Real-Time Decision Manager treatment campaign set and then attempt to mark it for deployment, you might receive the following error:

Error in the stored process or a called macro - vendor code: 100000, message:
Macro[MACTCS]. Data Modify stmt error while attempting to update
TREATMENT_CAMPAIGN_SET records SYSDBRC[-2291]. Check the log for details.

This problem occurs when the publish process is trying to insert records into CI_TREAT_CAMP_SET_X_CAMPAIGN in the common data model. The appropriate campaign_sk value is not present in the CI_CAMPAIGN table. The list of last published member campaigns for the treatment campaign set is not reset when the treatment campaign set is imported. This list should be cleared because the old member campaigns are not valid after an import. The failure to clear the list results in the reference constraint violation.
