You can specify that only users with investigate capability for incidents are allowed to send an incident for validation.

When the configuration property monitor.incidentMultiuserUpdate.enable is set to true, a user with Update capability for incidents can send an incident for validation. However, you can specify that only users with investigate capability for incidents can send an incident for validation by using the following new configuration property:

monitor.incident.allowSendForValidationOnlyWithInvestigateCapability = true
