Problem Note 50675: Internet Explorer 10 does not recognize extended locale specifications that include a script
When using Internet Explorer 10 with Windows 8, you might notice that the Installed Products page is not localized. For example, if your
machine is a localized Chinese machine (zh_CN) and you attempt to view the Installed Products page in your Internet Explorer 10 browser, the language displayed is English, not Chinese.
The problem occurs because Windows 8 uses an extended locale specification that includes a script (zh_HANS_CN) that is not recognized. And English content is displayed in its place.
Temporary Workaround
Append the _locale parameter to the URL to display the localized Chinese content from the Installed Products page. Here is an example:
&_locale=zh_CN

fixed.
