Problem Note 43037: You might be able to validate an incident even though the configuration property should prevent it

In SAS® Enterprise GRC, the following configuration property should prevent a user from validating an incident that was created by that user:
monitor.validation.isSelfValidationAllowed = false
The web application has a validate button for the incident available to the user who created it. This condition is incorrect.
