Problem Note 39088: An error occurs and the SAS Operating System Scheduler cannot create Visual Basic scripts when you try to schedule a flow to the scheduler

When your SAS server runs with the UTF-8 encoding and you try to schedule a flow to the OS Scheduler, the script cannot be scheduled. The following error message appears both in the Schedule Manager dialog box and in the scheduler's integrated object model (IOM) log:
ERROR: One or more flows were not successfully scheduled. ERROR: Flow script execution failed. Error 1

In addition to applying the hot fix, you need to ensure that both your Flow and Job names use the Latin-1 encoding.
