Problem Note 17514: Job submissions to grid manager increasingly slow

When you submit several large jobs to the Grid Manager, performance could be greatly affected: The client SAS® session could become slower and slower when attempting to submit jobs.
This slow performance is due to a threading issue. A thread that is created for each submitted job causes a bottleneck because each thread acquires the same lock, which is the same lock that starts and stops jobs. Each thread created, in turn, is creating a connection to the grid monitoring server. As more and more jobs are submitted to the grid, more and more threads get started and more and more threads are competing for the same lock, starving the submission process resulting in SAS taking longer and longer to submit jobs.
