BY-group processing for an annotate data set might be ignored when two annotate data sets are referenced from a single procedure. The static annotate data set referenced by the ANNOTATE= option on the PROC statement correctly displays all of its graphics elements. The conditional annotate data set referenced by the ANNOTATE= option on the action statement of the procedure ignores the BY statement and incorrectly generates all of its graphics elements instead of subsetting by the current BY-group variable value.

BY-group processing is honored by the conditional annotate data set referenced from the action statement of the procedure when the static annotate data set is not referenced on the PROC statement.

To circumvent the problem, either combine the two annotate data sets and reference a single annotate data set from the action statement of the procedure, or reference the two annotate data sets and use a subsetting WHERE statement in a macro %DO loop to simulate BY-group processing.
