Usage Note 12774: Error: The SASHELP Portable Registry is missing or corrupted

When you start SAS 9.1 or SAS 9.2, the following error message might appear in
SAS Message Log might appear:

   ERROR: The SASHELP Portable Registry is missing or corrupted.

To correct this error, go to the following location and locate
91Regbld.exe (for SAS 9.1.x) or 92regbld.exe (for SAS 9.2):

   http://ftp.sas.com/techsup/download/pc/

You can select Save or Open when prompted with the File
Download window. Select Next to continue or Cancel to exit this
utility.

Note: If you select Open, this will open the SAS Registry Rebuild
Utility. The SASHELP Registries will be rebuilt for the SAS image
located at:

   C:\Program Files\SAS\SAS 9.1 
   or 
   C:\Program Files\SAS\SASFoundation\9.2
   or 
   C:\Program Files\SAS\SASFoundation\9.2(32-bit)

Note that this defaults to the location that you have installed SAS to.
This action resets SAS-shipped registry keys to their initial values.
Any new registry keys you have added since installation are lost.

When the utility is running, the following message appears:

   Rebuilding SASHELP registry from C:\Program Files\SAS\SAS
   9.1\core\sasinst\registry

   Rebuilding SASHELP registry from C:\Program Files\SAS\
   SASFoundation\9.2\core\sasinst\registry

If everything is successful, the following message appears:

   The registry for C:\Program Files\SAS\SAS 9.1\core\sasinst was
   rebuilt successfully.

   The registry for C:\Program Files\SAS\SASFoundation\9.2(32-bit)
   \core\sasinst was rebuilt successfully.
   The registry for C:\Program Files\SAS\SASFoundation\9.2(32-bit)
   \nls\u8\sasinst was rebuilt successfully.

If there are problems, the following message appears:

   There were errors rebuilding the registry.  Click OK to view the
   logfile.

A RegJob.log file then opens that can provide you with more details
on what the problems are. Note, there is not a log file created if there 
is not a problem.

RegBld also works for the DBCS installs.
