Problem Note 70350: An XLSX file cannot be opened in Microsoft Excel if it is created in a UTF-8 SAS® session with a file name with Encoding=WLATIN1

When you run SAS with UTF-8 encoding and export data to an XLSX file using a file name with Encoding=WLATIN1, the created file cannot be opened in Excel. Instead, the following error occurs when you open the XLSX file:
We found a problem with some content in <name>.xlsx. Do you want us to try to recover as much as we can?
You encounter the issue when you run code similar to the following:
proc options option=encoding;run; /* MUST be UTF-8 */
data x;
y=1;
run;
y=1;
run;
filename H "c:\temp\wlatin1.xlsx" encoding="wlatin1";
proc export data=x outfile=H
dbms=xlsx replace;
run;
dbms=xlsx replace;
run;
