When you initially upload files and folders to the /Users repository area within SAS Life Science Analytics Framework 5.3.x/5.4 and then move (cut and paste) them to another repository location, it produces a file or folder with no members entry in the Access Control List (ACL).

Once the move is complete, the resulting file or folder has an owner ACL entry but no members entry. This behavior prevents the addition of members.

Note that the behavior does not occur for a Copy (vs. a Move) action.

The issue is addressed beginning with SAS^® Life Science Analytics Framework 5.4.1.
