Problem Note 16403: The event broker's Alert Notification e-mails default to U.S. ascii

When the Event Broker sends an Alert e-mail, CHARSET is not added to
the CONTENTTYPE causing the Event Broker to use the default character
set of us-ascii.

To circumvent the problem, the CHARSET must be set to utf-8.  For
example:

   charset="uft-8"

The end user can not dynamically select the CHARSET that they want to
use.
