Problem Status: ZC (Zap Coded) -- Fix has received limited testing
Description of Problem:
IF THE KEEPFILE EXISTED, MOUNT WAS ALLOCATING IT AS DISP=OLD. THIS WOULD NOT ALLOW OTHER JOBS TO ACCESS THE KEEPFILE WITH DISP=SHR FOR INPUT PURPOSES.
