Usage Note 42735: Support for the RACF profile BPX.DEFAULT.USER is dropped in z/OS 2.1
Beginning in SAS® Version 8, all TSO user IDs that connect to a SAS spawner must have an OMVS (Open MVS) segment. Beginning in SAS®9, all SAS users in either batch or TSO are required to have an OMVS segment. This is documented in the SAS System Requirements.
In versions of z/OS prior to z/OS 2.1, sites could satisfy this requirement by assigning a default OMVS segment to TSO users via the RACF BPX.DEFAULT.USER profile. In z/OS 2.1, IBM removed support for the BPX.DEFAULT.USER profile.
One solution to the removal of support for BPX.DEFAULT.USER is to use the RACF (Remote Access Control Facility) profile BPX.UNIQUE.USER. This profile automatically generates unique UIDs and GIDs on demand for users and groups that do not have OMVS segments. This support for automatic unique UID and GID generation has been available since z/OS 1.11. Please research these RACF facilities and how they might affect your SAS users. Any questions related to these RACF facilities should be directed to IBM.
Among the SAS sites that use BPX.DEFAULT.USER, some have reported the following errors after upgrading to z/OS 2.1:

IBM removed support for BPX.DEFAULT.USER in z/OS 2.1. This change might affect user IDs that are using SAS.
