Problem Note 19438: SASĀ® initialization ends abnormally with an 0C4 error when PCCA moves above the 16M line under Release 1.9 and later of z/OS
A new PARMLIB option first available in z/OS® Release 1.9 enables you to move the PCCA and LCCA control blocks above the 16M line. This will cause a system 0C4 abend during initialization of the SAS System in releases prior to version 9. This setting can be controlled with the CBLOC statement in the DIAGnn member in SYS1.PARMLIB.
Many sites have reported this error after upgrading to z/OS 1.12 - it appears that this release is where the PCCA move has become the default action.
