Problem Note 9909: Multi-threaded Scheduler recurring downtime does not work
If you set a downtime to recur on a regular basis in the Campaign
Management Multi-threaded Scheduler, after the first completion of a
downtime the downtime setting is deleted. This prevents the downtime
from recurring at the next specified interval.
