Usage Note 9813: ERROR: The code is using a colon for parsing the labels message in HCM

In Human Capital Management 3.1 (HCM, HRV, HR Vision), you may receive
an error message:

   ERROR: The code is using a colon (:) as a delimiter for parsing
   the labels of the new table to compare with existing tables for
    propagation.

This error is caused by column labels with embedded colons in the text.
