Problem Note 9340: Journals do not consolidate properly under a new dimension for previous time period

In SAS Financial Management Solutions, when you create a new dimension
and populate it for a given year but not for a previous year and
subsequently do a consolidation across years, journals consolidate at
the top level for both years.
