Usage Note 9827: SAS Learning Edition on Windows 98 needs service pack 1 or Windows
Second Edition
To install SAS Learning Edition (SAS/LE) on a Windows 98 machine, you
need to have Windows 98 service pack 1 or Windows 98 Second Edition
installed on the machine. This is a minimum requirement for using SAS
8.2, which is the release of SAS that SAS/LE uses.
Download the Windows 98 service pack 1 or the Windows 98 Second Edition,
