Using SAS/Integration Technologies Publish Framework to publish, may
result in the contents of the entire package being replaced.  This
problem will occur if the existing package is published to a WebDAV
compliant server.

This problem can be resolved by setting the IF_EXISTS parameter to
NOREPLACE, UPDATE or UPDATEANY.

The defines of the options for the IF_EXISTS parameter are:

   NOREPLACE
      If the package already exists, do not replace the package.

   UPDATE
      If the package exists and was created by SAS, update the
      contents of the existing package with the contents of the
      package being published.  Same named files and HTML sets
      (INSERT_HTML) are replaced. If the package doesn't exist,
      create it.

   UPDATEANY
      If the package exists, update the contents w/the package.  If the
      package doesn't exist, create it.


However, when using the SAS/PUBLISH frame (GUI) to publish to WebDAV,
there is no way to pass additional parameters.  Therefore, all files in
the collection location are deleted.
