Problem Note 9233: Reading XML files that contain quotation marks or special characters generates an error
If an XML file contains quotation marks or ampersands and you attempt to read it using the XML LIBNAME engine, the following error is generated:
ERROR: There is an illegal character in the name.
If quotation marks appear in the XML file, the XML file is not considered to be well formed. Special characters such as single quotation marks ('), double quotation marks ("), and the ampersand (&) have to be replaced with " , &dquot; , and & respectively. To import an XML document that contains non-escaped characters like quotation marks, you can specify the LIBNAME statement option XMLPROCESS=PERMIT.
