Problem Note 71129: SAS® Scalable Performance Data Server returns "Error on server LIBNAME socket" when using a FIPS password database

You might encounter an issue where no client connections can be established under the following conditions:
- SAS Scalable Performance Data Server is configured to use a FIPS password database.
- SAS Scalable Performance Data Server is not configured in FIPS mode.
Note that this is a valid configuration.
In this scenario, the client returns the following errors:
ERROR: Error on server LIBNAME socket.
ERROR: SPD server has rejected login from user testuser.
ERROR: SPD server has rejected login from user testuser.
SAS Scalable Performance Data Server also reports an illegal instruction in its logs:
