Problem Note 70995: A read-only Text Input Control should display a tooltip and title when a value is truncated in SAS® Visual Investigator

When a read-only text input's content exceeds its width, the text should be truncated, and a tooltip should be displayed with the full text when you hover your mouse pointer over it.
