Problem Note 70847: Fonts are missing in the Rich Text Editor after an angular upgrade

The Angular JS Rich Text Editor uses a standalone style sheet. This style sheet represents the fonts displayed in the user interface for the user to select.
After the Angular upgrade, font links are invalid, making the fonts inoperable. Instead, the default font is displayed. This issue results in the i18n font (NOTO SANS) not being loaded, and many Asian languages cannot be rendered.
