Problem Note 70990: Configuration import and export might fail when you have a very large number of custom groups

One feature of SAS® Visual Investigator is a configuration capability that allows you to create any number of user groups. The groups are used across the application for authorization. If you have a very large number of groups (2,500 or more for this example), configuration import and export might fail because of a time-out error.

With this fix, you can configure the Feature Service to reduce its interaction with the Identities Service, making one call per custom group. This interaction is controlled by a new configuration parameter, useLegacyTransportScheme, which is initially set to false in SAS® Environment Manager.
