Problem Note 69854: SAS® 9.4M8 (TS1M8) installations fail on Microsoft Windows 11, and Windows Server 2022 Datacenter and Standard; and starting SAS® produces an error

64-bit SAS 9.4M8 (TS1M8) installations or SAS software updates might fail on Microsoft Windows 11 version 22H2 and on Microsoft Windows Server 2022 Datacenter.

Update: In addition, this issue can impact other versions or editions of Windows operating systems. This issue also occurs with 32-bit SAS 9.4M8 installations on Microsoft Windows 11 21H2 and 22H2, and Windows Server 2022 Standard and Datacenter.

There are three scenarios in which this issue occurs, which are detailed below.

Note: Any SAS 9.4M8 software order that you downloaded from January 31, 2023 through February 18, 2023 must be updated by completing the steps in the Hot Fixes and Your Deployment section in the SAS Help Center: Applying Hot Fixes.

Sections

Determine Your Microsoft Windows Version

First, you should determine which Microsoft Windows version that you are running to know whether you are likely to encounter this issue. To view the Microsoft Windows version that you use, enter the following in the Windows Search box:

  1. Enter the following: Winver
  2. Press Enter. The About Windows screen opens, which lists the version.
     

Scenario 1 - New SAS Installation

The error occurs in the SAS® Deployment Wizard during the Install Post-Processing step when you perform a new SAS installation. In this scenario, the setinit.log file and/or install IT_(date-time).log file contains additional errors similar to the following:

NOTE: The OSNAME= option specifies 'WX64_WKS' but the current operating system name is 'X64_WIN+PRO'.
ERROR: This non-match is not allowed and the setinit stream will not be applied.
ERROR: Cannot change the site validation data.
NOTE: The SAS System stopped processing this step because of errors.

Note: If the operating system is Windows Server 2022 Datacenter, the error message will reference the X64_10 operating system. Other operating systems can be listed, such as W32_11PRO.

Then, when you start Base SAS®, the following error might occur:

WARNING: One or more libraries specified in the concatenated library SASHELP 
WARNING: do not exist.  These libraries were removed from the concatenation
ERROR: This product is licensed for the WIN_NTE operating system, but is being run on the X64_WIN+PRO operating system
ERROR: Initialization of setinit information from SASHELP failed.
NOTE:  Unable to initialize the options subsystem.
ERROR: (SASXKINI): PHASE 3 KERNEL INITIALIZATION FAILED.
ERROR: Unable to initialize the SAS kernel.

Note: If the operating system is Windows Server 2022 Datacenter, the error message will reference the X64_10 operating system. Other operating systems can be listed, such as W32_11PRO.

Resolution

If you encountered this Install Post Processing error performing a new installation, do the following to fix the problem:

  1. Update your SAS Software Depot to retrieve the latest hot fixes by completing the steps in the Hot Fixes and Your Deployment section in the SAS Help Center: Applying Hot Fixes.
  2. Uninstall SAS. For more information, see Uninstalling Your SAS Software.
  3. Reinstall SAS from the updated SAS Software Depot.
     

Scenario 2 - SAS Software Update

The error occurs in the SAS® Deployment Wizard during the Install Post-Processing step when you perform a SAS software update. In this scenario, the setinit.log file and/or install IT_(date-time).log file contains additional errors similar to the following:

Resolution 

If you encountered this Install Post Processing error when applying SAS software updates, do the following to fix the problem:

  1. Update your SAS Software Depot to retrieve the latest hot fixes by completing the steps in the Hot Fixes and Your Deployment section in the SAS Help Center: Applying Hot Fixes.
  2. After you download the hot fixes, run the SAS Deployment Wizard (setup.exe) from the updated depot using the -forcemaint option from a command prompt. Here is an example: setup.exe -forcemaint
  3. Continue with the installation.
  4. If you have multiple machines in your deployment, you do not need to use the -forcemaint option when running the SAS Deployment Wizard on the remaining machines from your SAS Software Depot that include the updated hot fixes.
     

Scenario 3 - Operating System Update

Another scenario where you might be impacted by this problem is if you install 32-bit SAS 9.4M8 or 64-bit SAS 9.4M8 on Microsoft Windows and update the operating system to Windows 11 22H2 or Microsoft Windows Server 2022 Datacenter. Also, this issue occurs if you install 32-bit SAS 9.4M8 on Microsoft Windows and update the operating system to Windows 11 21H2 or Microsoft Windows Server 2022 Standard. When you start Base SAS in this scenario, start-up errors similar to the following occur:

ERROR: This product is licensed for the WIN_NTE operating system, but is being run on the X64_WIN+PRO operating system
ERROR: Initialization of setinit information from SASHELP failed.
NOTE:  Unable to initialize the options subsystem.
ERROR: (SASXKINI): PHASE 3 KERNEL INITIALIZATION FAILED.
ERROR: Unable to initialize the SAS kernel.

Note: If the operating system is Windows Server 2022 Datacenter, the error message will reference the X64_10 operating system. Other operating systems can be listed, such as W32_11PRO.

Resolution 

  1. Click the Hot Fix tab in this note to access the hot fix for this issue.
  2. Apply the hot fix.
  3. Update your SAS Software Depot to retrieve the latest hot fixes by completing the steps in the Hot Fixes and Your Deployment section in the SAS Help Center: Applying Hot Fixes.
