Problem Note 69789: PROC FEDSQL does not execute the SUBSTR function when accessing Microsoft SQL Server

If you attempt to use the FEDSQL procedure to execute the SUBSTR or SUBSTRING functions to Microsoft SQL Server, incorrect syntax errors similar to the following might occur:
ERROR: [HY000] ERROR: [SAS][ODBC SQL Server Wire Protocol driver][Microsoft
SQL Server]Incorrect syntax near '|'.
SQL Server]Incorrect syntax near '|'.
or
ERROR: [HY000]ERROR: [SAS][ODBC SQL Server Wire Protocol driver][Microsoft SQL Server]'SUBSTR' is not a recognized built-in function name. (0xc3)
