You are unable to edit scenario parameters that are defined as lists. However, although you do not have the Edit scenario flows capability, you can still edit scenario parameters that are defined as numeric or string in SAS Visual Investigator.

The workaround is to add the Edit scenario flows capability to your user group.  

Note: Adding this capability enables any users from your group to edit any scenario flows and its parameters.
