Problem Note 68177: The S3 procedure does not use the proxy server that is specified by the HTTP_PROXY or HTTPS_PROXY variables for IAM role requests to iam.amazonaws.com

IAM operations for PROC S3 can fail in environments that require HTTP proxies for internet connectivity. This issue occurs because the requests that PROC S3 makes to iam.amazonaws.com do not use the HTTP_PROXY or HTTPS_PROXY environment variables.
