Problem Note 68006: The "Send Test Notification" action in SAS® Web Administration Console (in SAS® 9.4M7) fails for any template that is edited or modified

When you edit or modify a notification template in SAS Web Administration Console (/SASAdmin), the following error might be displayed at the bottom of the window:
Error sending test notification
The error occurs when you save your modification and click Send Test Notification.
The problem occurs even if you make a minor change to an existing alert notification template, and it occurs for all user accounts.
The issue occurs only once a template is modified in the web interface of the SAS Web Administration Console.
When this problem happens, you see the following errors in the logs:
