The TRANSCODE_FAIL= LIBNAME option has been deprecated, and you should use the SUB_CHAR= LIBNAME option instead. However, the SUB_CHAR= LIBNAME statement option is not honored in SAS 9.4M7 for the Hadoop and JDBC engines.
