Problem Note 66694: The message "Error: 412" appears in service logs and tenant onboarding tasks do not complete

Logs for multiple services such as Data Mining, Text Analytics, and others contain error 412 messages similar to the following:
ERROR 16263 — [ task-8] c.s.a.bootstrap.ValidationModelLoader : service [5d802063a682cc4b] The resource "URL [jar:file:/opt/sas/viya/home/libexec/vdmml-service-39.1.19.jar!/BOOT-INF/lib/models-service-21.11.4.jar!/META-INF/dataMiningModels/component-validation/v1/dm.compare.vm.xml]" has an updated status value "com.sas.analytics.bootstrap.BootstrapStatus@70e4e163[resourceId=dm.compare.vm,code=412,mediaType=application/vnd.sas.analytics.validation.model+xml,retryable=true]".

Additionally, in multi-tenant environments, the tenant on-boarding tasks do not complete. Instead, they remain in "Onboarding" status in the Tenants administration area of SAS® Environment Manager.
