The scorecard service updates the functions in the database when it is provided by the Scenario Administrator. However, the Scenario Administrator does not adjust the time zone of the effective_dttm value for the scorecard when it is sent to the scorecard service. The scorecard service assumes that all timestamp values it received are already in Coordinated Universal Time (UTC).
