Problem Note 66428: A PDF file that is created by the SAS® Output Delivery System (ODS) on z/OS does not have a table of contents

A PDF file that is created by ODS on a z/OS system does not contain bookmarks when the file is opened in Adobe Reader. However, the bookmarks are present in the file when the file is opened in a web browser.
This problem does not occur when you use both the LOCALE option value of EN_US and the ENCODING value of OPEN_ED-1047.
