Problem Note 66425: Links in tagged PDF files that are created by ODS PDF are not read correctly by screen readers or displayed correctly for visual consumers
You can create tagged PDF files with ODS PDF either by adding the ACCESSIBLE argument to the ODS PDF FILE= statement or by using the ACCESSIBLE system option. A tagged PDF file that includes links that are created by the URL style attribute might demonstrate one or more of the following problems:
- Screen readers do not read the on-screen link text for the links inserted into table cells. Instead, they read the URL text.
- Screen readers do not announce links when they are included as free-form text that is not in a table cell.
- When two links are included in text that is not part of a table cell, only one of them is considered the active link when you click on it with a mouse.

PDF files that are created with the ACCESSIBLE system option or the ACCESSIBLE argument with ODS PDF contain links that are not announced correctly by screen readers and are displayed incorrectly in the on-screen output.
