Problem Note 66095: The message "ERROR: Could not move and link one or more files to..." occurs while running a job-flow instance

A SAS® Infrastructure for Risk Management instance fails with the following error when an orphaned folder exists in the persistent area:
ERROR: Could not move and link one or more files to "location-of-folder."
The problematic folder might exist because an instance was not deleted successfully or because the database or the persistent area folders were manipulated.
