Starting and stopping the SAS Infrastructure Data Server (PostgreSQL cluster) or all of the SAS Viya 3.5 services results in resetting the PostgreSQL "max_connections" value to the default value of 1280. 

If you modified this value using SAS^® Environment Manager, after the restart, the value automatically sets back to 1280.

After you apply the hot fix, a new value will persist and is not reset.
