Problem Note 65405: You are unable to see instances created by other users in SAS® Infrastructure for Risk Management

In SAS Infrastructure for Risk Management 3.5, users with the appropriate permissions are unable to see instances created by other users.
Here is an example:
User A has these permissions: IRM: Access Entity ENTITY_BE and IRM: Change Owner
User B has these permissions: IRM: Access Entity ENTITY_IT and IRM: Change Owner
In this scenario, these users are not able to see each other's instances, which is the correct behavior. However, if User A has the IRM: Access All Entities permission, User A cannot see instances created by User B, which is incorrect behavior.
