Problem Note 65503: You are unable to start the Vault microservice in SAS® Viya® because the unseal key file is lost

If you run the renew-security-artifacts.yml playbook when the Consul server is down, you might experience a problem with starting the Vault microservice.

This problem occurs because the unseal key file is lost.  

As a workaround, you can restore the /opt/sas/viya/config/etc/vault/default/unseal_key file from a backup.
